PA - Create customer in payment gateway for a passenger

POST 
/passenger/v1/payment_methods/create_payment_customer

Creates a customer in the payment gateway for the passenger. The client should then call the Stripe API with the provided customer ID, and Stripe will create an association between the passenger and the payment method by calling the SWAT API through a webhook.
